Newly approved Specialty License Plates will be issued in the order they appear in the list established in Florida Statute s.320.08058; provided the organization has met the presale requirement of 3,000, or 4,000 for out-of-state colleges or universities. (The Divine 9 need a combined 3,000.)
FLHSMV has now gone live with an interactive presale voucher portal. The data is pulled weekly from a source that can be 5 days behind. Additionally, they had a database migration that occurred in stages over the past few weeks, part of their Motorist Modernization project. Once that data catches up, they anticipate the data to be more current on a weekly refresh schedule. Also, some counties have a 3rd party vendor handling their pre-sales and those may not have made it into the DMV systems yet. 
All presale vouchers can be purchased online here, or at your local Tax Collector's Office.
As of 11/29/20, the first 10 listed by priority plates have sold the below referenced number of vouchers:
